The atom is usually on a netbook and have less power, laptops are more powerful. Not too difficult to Ubuntu. If you receive a Windows computer, here are the instructions for the dual-boot Windows / Linux. I commend Dell for the price, the quality of Toshiba is a little better, but Dell has been updated. I recommend a laptop on a netbook. A Celeron is better, but I recommend a Core Duo in a Celeron .. http://www.bestbuy.com/site/olspage.jsp; ... None of these models are much better.

I recommend it to boot from the Ubuntu CD to install and test. runs much faster than if you install Windows. (Wubi is an installer that prompts you to install within Windows, like any software, but Ubuntu will run slower, since it from a Windows file) are executed.
To boot the Ubuntu CD, if the laptop / netbook starts .. Click the F12 key until a simpleText-menu is displayed in the CD drive and select CD or DVD. (You must use the arrow keys or type the letter or number next to the page)
